3.1投標(biāo)人應(yīng)具有中華人民共和國(guó)注冊(cè)的獨(dú)立法人資格，提供營(yíng)業(yè)執(zhí)照副本、組織機(jī)構(gòu)代碼證副本、稅務(wù)登記證或統(tǒng)一社會(huì)信用代碼的營(yíng)業(yè)執(zhí)照(如為三證合一) （提供以上材料加蓋單位公章的復(fù)印件）及法定代表人授權(quán)書(shū)。
Bidder should be an independent legal person registered in the People's Republic of China, and should provide a copy of business license, a copy of organization code certificate, tax registration certificate or business license with unified social credit code (in the case of three certificates in one) （The above-mentioned copy with the seal of the unit） and the letter of authorization of legal representative.
3.2投標(biāo)人提供有效的法定代表人授權(quán)委托書(shū)原件。
The bidder shall provide the original letter of authorization from the valid legal representative.
3.3單位負(fù)責(zé)人為同一人或者存在控股、管理關(guān)系的不同單位，不得參加同一標(biāo)段投標(biāo)，否則，相關(guān)投標(biāo)均無(wú)效。（需提供承諾書(shū)并加蓋公章，格式不限）
