根據(jù)國(guó)家有關(guān)法律、法規(guī)規(guī)定，依據(jù)溫自然資規(guī)條331081202117015號(hào)建設(shè)用地規(guī)劃條件，經(jīng)溫嶺市人民政府批準(zhǔn)，溫嶺市自然資源和規(guī)劃局決定以拍賣方式出讓溫嶺市東部新區(qū)DB130105-3地塊工業(yè)用地(工業(yè)“標(biāo)準(zhǔn)地”)國(guó)有建設(shè)用地使用權(quán)，現(xiàn)將有關(guān)事項(xiàng)公告如下:

1、各項(xiàng)控制指標(biāo)如下：固定資產(chǎn)投資強(qiáng)度≥270萬(wàn)元/畝；畝均增加值≥81.1萬(wàn)元/畝；畝均稅收≥19萬(wàn)元/畝；全員勞動(dòng)生產(chǎn)率≥18.6萬(wàn)元/人.年；單位能耗增加值≥5.4萬(wàn)元/噸標(biāo)煤；單位排放增加值≥5578.3萬(wàn)元/噸；R amp;D經(jīng)費(fèi)支出與主營(yíng)收入之比≥2.6%；
2、符合國(guó)家、省規(guī)定的產(chǎn)業(yè)政策，符合環(huán)保要求，投資強(qiáng)度、容積率下限須符合《浙江省工業(yè)等項(xiàng)目建設(shè)用地控制指標(biāo)（2014）》；
3、其他有關(guān)建設(shè)要求詳見溫自然資規(guī)條331081202117015號(hào)文件、《溫嶺經(jīng)濟(jì)開發(fā)區(qū)東部新區(qū)工業(yè)項(xiàng)目“標(biāo)準(zhǔn)地”投資協(xié)議書》；
4、該宗地塊為工業(yè)“標(biāo)準(zhǔn)地”出讓，請(qǐng)競(jìng)買人詳細(xì)閱讀出讓文本。 |
二、建設(shè)用地使用權(quán)競(jìng)買對(duì)象
中華人民共和國(guó)境內(nèi)外的法人、自然人和其他組織均可報(bào)名參加競(jìng)買（法律法規(guī)及有關(guān)規(guī)定另有規(guī)定的除外），申請(qǐng)人可以單獨(dú)申請(qǐng)，也可以聯(lián)合申請(qǐng)。
行業(yè)類別設(shè)置為：金屬加工機(jī)械制造業(yè)（該行業(yè)工序設(shè)置需符合相關(guān)防護(hù)距離要求）。
三、出讓方式
該地塊按現(xiàn)狀條件公開拍賣方式出讓，不設(shè)置保留價(jià)。出讓采用增價(jià)方式，按照價(jià)高者得原則確定競(jìng)得人。受讓人須在土地出讓成交之日起30日內(nèi)支付全部出讓價(jià)款，并按規(guī)定繳納契稅和印花稅。市政基礎(chǔ)設(shè)施配套費(fèi)按規(guī)定另行收取。
四、本次國(guó)有建設(shè)用地使用權(quán)拍賣出讓通過(guò)浙江省土地使用權(quán)網(wǎng)上交易系統(tǒng)（http://land.zjgtjy.cn/GTJY_ZJ/）進(jìn)行。申請(qǐng)人須辦理或持有有效的數(shù)字證書（CA認(rèn)證），填報(bào)相關(guān)信息，并按要求足額繳納競(jìng)買保證金，方可參加網(wǎng)上拍賣出讓活動(dòng)。
辦理數(shù)字證書請(qǐng)參閱“浙江省土地使用權(quán)網(wǎng)上交易系統(tǒng)——使用幫助/常見問(wèn)題”，服務(wù)電話：400-0878-198；受理單位：杭州天谷信息科技有限公司；地址：杭州市西湖區(qū)西斗門路3號(hào)天堂軟件園D幢19層。
五、出讓時(shí)間安排
1、拍賣時(shí)間：拍賣時(shí)間為2021年9月3日9時(shí)。
2、報(bào)名時(shí)間：2021年8月23日9時(shí)至2021年9月2日16時(shí)。
nbsp; nbsp; nbsp; nbsp; nbsp; 3、競(jìng)買保證金的繳納時(shí)間：繳納競(jìng)買保證金的截止時(shí)間為2021年9月2日16時(shí)。
競(jìng)買保證金到賬時(shí)間以銀行系統(tǒng)記錄到賬時(shí)間為準(zhǔn)，其余時(shí)間以浙江省土地使用權(quán)網(wǎng)上交易系統(tǒng)服務(wù)器時(shí)間為準(zhǔn)。
六、本次拍賣出讓的詳細(xì)資料請(qǐng)參閱拍賣出讓文件。有關(guān)拍賣出讓文件資料，競(jìng)買人可以登錄浙江省土地使用權(quán)網(wǎng)上交易系統(tǒng)（http://land.zjgtjy.cn/GTJY_ZJ/），瀏覽或下載網(wǎng)上拍賣出讓文件，并按上述文件規(guī)定的操作程序參加網(wǎng)上競(jìng)買。
